Mai didn’t surrender for Yuugi. She surrendered for Anzu.
After Anzu challenged her, she just said: “I don’t mind as long as Yuugi gets the star chips. I’ll accept the duel on one condition. If you lose, you never talk about friendship again.” So I think Mai might have given Yuugi her extra star chips anyway even if she had beaten Anzu like she easily could have. But in the end, she didn’t want take Anzu’s pride in her friendship away. I’ve seen it said that this contradicts Mai’s character, and I can see why, but she did surrender to Atem after she was going to lose her harpies (although there wasn’t really a way she could have beat him at that point). Also, she could have crushed him in the beginning of that duel because of how badly he was playing, but she didn’t want to. She wanted to play him at his best and also help him recognize and overcome his weakness because he’s her friend and is someone she respects.Yes, Mai loves to win and pound her opponents into oblivion, but that’s not all she’s come to care about.
After her duel with Jounouchi, we see her getting bored with easily trouncing the opponents who came her way. If she had beaten Anzu like that, it would have been just another effortless victory and one that wouldn’t mean much at the end of the day. At this point she’s also become nicer and has friends for the first time ever. Mai knew that Anzu (who had become her friend in spite of all their differences) had a better reason for wanting to win than she did and was putting more of her heart into the duel and was trying harder and being braver than she was. It just wouldn’t have been worth it to beat her.
